Role Purpose:
The Program Manager, Circuit Breaker, is responsible for the management and day to day running of the Therapeutic Community, including maintaining the program and ensuring a safe environment in which change and growth can occur.
The Circuit Breaker Program operates under the Residential Services Program of OV. This is funded through both the Victorian and Commonwealth Government, providing a residential drug treatment program in North-eastern Victoria. Circuit Breaker offers both a short term 6-week program and longer-term holistic treatment for residents which incorporates therapeutic interventions, and case planning within a physically and psychologically safe environment, enhancing and encouraging individual motivation for change.
Key areas of focus:

Maintain effective administrative operations, ensuring staff are appropriately supported and supervised, and work collaboratively with the all-program areas to develop systems, processes, and operational efficiencies.

Identify and allocate responsibilities aligned to the operational requirements of the facility (including kitchen, maintenance, vehicles, and property functions), providing oversight to ensure tasks are completed effectively and in accordance with organisational standards.

Manage the collection, quality, and reporting of data required to meet program deliverables, compliance obligations, and performance monitoring requirements.

Ensure rigor and structure in planning, practice, record keeping, and file management, of maintenance practices and procedures in accordance with all relevant OHS and other legislative requirements.

Ensure all staff with resident contact have access to structured and regular clinical supervision, supporting reflective practice, professional development, and staff wellbeing.

Provide leadership and professional development opportunities and contribute to the work of the Program staff, flexibly responding to staff needs, and giving and receiving support and constructive feedback.
To be successful in this role, you must…

Highly developed managerial and organisational skills, and significant experience in a management role within a drug and alcohol/mental health facility, residential community or residential program setting.

Relevant psychiatric nursing, psychology, social work, or management related qualification and/or experience.

Demonstrated experience in managing programs/projects, delivering high quality outcomes, on time and within budget.

A comprehensive understanding of alcohol and drug substance abuse and an understanding of residential rehabilitation services.

Highly developed interpersonal skills with the ability to interact with a wide range of people.

Excellent written and verbal communication skills.

Ability to effectively liaise and communicate with a wide variety of stakeholders and ancillary service providers.
